 A01- Investigate and describe the role of central government in the administration and provision of sport.


Set Task 13/10/11
The gambling act of 2005 is an act to help keep gambling safe and legal, the act working on three points:
·         Keeping gambling crime free - if gambling is crime free it will have a direct impact on illegal gambling; it will decrease the amount of illegal gambling, if gambling is crime free then as well there will be less crime in general on the streets. An example of when cheats in gambling would be last year the Pakistani cricket team, were caught out when they placed bets on a certain part of the game where they would throw no balls.  They were caught out and this is an example of when this point comes into effect.
·         Making sure that gambling is fair and open - gambling has to be fair and open so that it works, if it was not fair then not many people would do it and the bookies would earn money.  In a way the house always wins but on some occasions someone wins, for example bet fair have changed Instead of 20%, they now want 40-60% of your winnings depending on how much commission you generate for them. These odds are unrealistic and there would be less money being won which is unfair.
·         protecting children and vulnerable adults - children should not be shown gambling, because at a young age they can be influenced  and this can have a negative effect on them , also certain people like  disabled people and homeless people who might be a bit naive or addicted to gambling might need  to be shown it and protected from it , other wise then they can lose all of there money. Children should be protected from gambling otherwise then from a young age children could be in debt for the things they want and then they could grow up though there life like that.

·      http://www.bbc.co.uk/news/uk-11122388%20This article talks about the Pakistani cricket team throwing no balls at certain times in the game when someone has put as bet on for this team to throw the balls at that time.  it relates with ‘keeping gambling crime free ‘this is a very unfair way to bet because it was fixed the team fixed those balls so that they could cheat the system and win money , because there is one person who decided that they want to cheat then for the future games there might be an outside chance that they might be cheating , so there is an element of doubt when playing that team ever again , which would ruin the game as a whole , because what’s the point in playing against a team that are purposely  playing to cheat.

Set Task 10/10/11
 Sport England is the government agency responsible for building the foundations of sporting success, by creating a world-leading community sport environment of clubs, coaches, facilities and volunteers."

5 main aims:
·         One million people taking part in more sport  , this is copied from the sport England website , there aim is to get 1 million people to take part in more sport , this is to encourage more people to play sport  and exercise, as well as get fit .
·         More children and young people taking part in five hours of PE and sport a week  this is copied from sport England , this will encourage more children , this is 10 hours a week  , more then the recommended 4 hours a fortnight , this will encourage more children to do more sport and to keep fit . Also along with keeping fit it will encourage positive social behavior.
·         More people satisfied with their sporting experience copied from sport England , with more people satisfied with there sporting experience , it will make them want to play sport in the future  which will help them to keep fit throughout there life time , also it will have some social benefits which will keep them happy and thus benefiting there overall well being .
·         25% fewer 16-18 year olds dropping out of at least nine sports - badminton. basketball, football, hockey, gymnastics, netball, rugby league, rugby union tennis copied from sport England, this aim is sustain children to play sport fro a long time , and not for them to just stop doing it after a while , if less people drop out these sports it will help create better sportsmen and women for teams , and perhaps making encouraging players to be as good as to play for international .
·         Improved talent development in at least 25 sports copied from sport England, this is one of sport England’s aims, so that they encourage children to excel in certain sports, with more people excelling in sports the better sports team we will have the fitter England will be and the better out international teams would be.
·         Intended aims- the way that sport England intend to achieve these aims would be to invest money though lottery and though government funding , approx. 480 million is to be invested over 46 governing bodies , they look to protecting playing fields from development. , they offer there expertise into these schemes and projects with being able to help in planning, facilities, coaching, volunteering and sports development. Also they look to be bringing the community together with these projects from local and national government.

·         Sport England work with lots of partners like ,Youth Sport Trust and UK Sport, National governing bodies of sport, National partners, Local authorities, County sports partnerships, Higher and further education, The third sector, The commercial sector, London Organizing Committee of the Olympic Games and the Olympic Delivery Authority.

·       New guidance will help tackle the frustration for people who find their local sports hall isn’t suitable for their particular sport, as well as ensuring that facilities of the right size are developed in the right places to meet local demand.http://www.sportengland.org/media_centre/press_releases/facilities_legacy.aspx. This is an article on how sports halls have been saved and restored for the local community, this links into the aim of 25% fewer children dropping out of at least nine sports, it links into this because loss of facility’s could be the reason for children dropping out of sports, so with these facility’s being restored would it will encourage more children to come there and do all sorts of sport.

Set Task 4/10/11
The way in which the DCMS is trying to engage children in to sport would be that they run inter-school competition for the children to get competitive and to encourage them to play more sport, if they show a good understanding of the sport and excel in that sport then they are chosen to attend the national games at the Olympic park.

The School Games is a package of events designed around supporting schools to provide more opportunities for their pupils to compete in sport through a vibrant program of regular intra- and inter-school competitions.

The most talented young sports people will have the chance to represent their schools in high-profile national events DCMS also invests, via Sport England, into sports’ National Governing Bodies to establish and develop links between school and community clubs and increase the number of young leaders and volunteers.
Set task A01 - 14/9/11

Overview - Places people play support sport throughout the Olympic with giving lots of money to different organisations in order to encourage the public to get active and to play more sport and continue playing after the games. They have 135 million pounds to fund this scheme this shows that the government are really making an effort to inspire people; they are delivered by sport England and supported by British Olympic Association, British Paralympic Association.

Iconic facilities

Overview – sport England would give out grants to local authorities for them to create facilities for the public to use

Intended outcome- The out comes would be that they intend to create about 25 facilities throughout England and each facility’s looks to monitor there participants thought an annual basis.

Funding- The funding that they have is £30 million of capital National Lottery funding, plus partnership funding, over three £10 million funding rounds, this is to show the government that it is not just the government paying and those private parties want to invest.

Partners- Sport England is the main partner for the iconic facilities scheme.

Sports makers

Overview- These projects intend to recruit tens of thousands of new sports volunteers aged 16 years and over to organize and lead community sporting activities across the country.

Intended outcome- The outcomes would be that there would be  up to 50,00 people would be invited to a workshop where they will be taught by an inspirational trainer, and in the long run 20,00 people will volunteer after the designated 10 hours more sports makes , it would encourage more people to take park  .

Funding- There is no direct funding for this scheme because there is no need to because this scheme is mainly based on volunteering.

Partners- There are many partners for this scheme is British Olympic Association, London Organization Committee of the Olympic Games ,National Governing Bodies, County Sports Partnerships ,Local authority sports development teams ,Other local government partners , Other national and county/sub-regional voluntary partners.

Disabled legacy

Overview – This scheme is designed to inspire people with a disability to take part in Sport England’s mass participation legacy programme Place, People, Play.

Intended outcome- The outcomes are that is will increase the amount of disabled people in England that are active and take park in sport by addressing the barriers that disabled people have with specific sports.

Funding- Up to £8 million National Lottery funding will be invested in the solutions identified, and where possible, this will be used to complement and better align investment within disability sport.

Partners- The partners for this scheme would be sport England , who will offer there support and funding thought-out this scheme.

Protecting playing fields

Overview - This programme will enhance the role Sport England already plays in protecting playing fields, by securing the future of many sites for a minimum of 25 years, and helping communities realize the sporting benefits of playing field land.

Intended outcome- One of the outcomes would be to give out grants from £20,000-£50,000,The overall outcome would be for this scheme to save 400 playing fields creating a tangible legacy in the local community; this scheme will be monitored by a monitoring session given.

Funding- The national lottery fund offers 5 rounds of  million pound funding also this project needs funding from a non lottery source and from a private third party , the local council will also have to match the lottery fund pound for pound.

Partners – Partners would be from a lottery fund offering lottery funding, and from a third party fund. These funds will go towards supports this scheme and making it worth while.

Also there aims for professional sports are to encourage, advice and contribute funding towards them.
